Manchester’s growth into a key player in UK’s legal landscape

In the past 15 years, the professional community in the North West, and Manchester in particular, has evolved into a significant force, says Ed Foulkes from leading law firm Clarke Willmott.

Ed, head of the firm’s corporate team, says it is striking how many national and London law firms have opened offices in the city in recent years, offering strong competition to the capital in traditional markets and confirming its status as a key player.

Driven by its strategic location, good transport links, economic diversification, sector expertise, lower costs compared to London, quality of life, and a GDP of £33.6 billion, Manchester is an ideal base for national and international clients expanding in the UK, said Ed.

“Manchester has experienced substantial growth in its legal sector over the past few years. It’s simply too large a market for many national firms to ignore. Whilst several of the larger nationals have roots in the region, there are also many new arrivals. Typically, those new offices will be built around locally-based partners.

“At the same time, its diverse economy, which includes strong tech, finance, healthcare, and manufacturing sectors, creates a high demand for legal and professional services, giving firms access to a wide range of clients and opportunities to grow.”

Ed says Manchester’s legal sector plays a crucial role in supporting not only clients in the region but also the wider professional community, offering high-quality advice that helps clients navigate increasingly complex regulatory environments.

Recognised as the UK’s leading tech hub outside London, the city’s legal landscape has pivoted to help Manchester’s thriving £5 billion a year tech sector, home to major global brands.

“As Manchester’s tech ecosystem continues to grow, law firms are responding by enhancing their expertise and expanding their client base in areas such as intellectual property, data protection, and regulatory compliance,” added Ed, who specialises in financial services, fintech and technology.

An additional trend over the last 10 years has seen Manchester become a base for ‘Northshoring’, partly driven by its large university sector. The city is an education stronghold, with around 90,000 students; its universities and two law schools play a key role in the local legal community, producing a steady stream of qualified graduates.

“Investment such as the £1.3 billion Manchester Airport Expansion Programme is fantastic news for the legal sector, transforming the region into a key hub for international travel and trade increasing demand for legal services as businesses expand their operations worldwide.

“The expansion will help connect us to global markets and make it easier for businesses to set up or grow in the region with law firms in a prime position to provide essential support.

“Having a mayor in Manchester also provides focused leadership, helping to shape local policies, streamline decisions, and drive economic growth. This kind of centralised governance makes the city even more attractive to businesses and investors.”
